I always use the importer addon below.

After adding the add-on, 3dm will be added to the Import column.

You can see that the layer and material settings are inherited. 

Since there are places where some vertices are duplicated, MergeBy Distanceto adjust.

This add-on is useful because the designer sometimes uses Blender to edit and render the 3D model considered in Rhinoceros.
